Capital Update
Capitals will no longer lock and unlock based on a recurring schedule. They will continue to unlock over the first 90 days of a new shard's life, but will now remain unlocked afterward.

If your shard has unlocked Capitals currently, the countdown to lock will continue but they won't lock when it reaches zero. Instead the countdown will simply vanish.

If your shard has locked Capitals, they will remain locked until the countdown reaches zero, then they will unlock and remain unlocked afterward.

There are no changes to Guilds, or the buffs Capitals and Guilds provide.
